From a Classical Empire to the State of Security: Administering through securitization of Cities in Eastern Anatolia from the Late Ottoman Empire to the Turkish Republic

Dr. İlkay Yilmaz

This study aims at exploring the relation between the foundation of modern state apparatus, threat perception and security policies looking into the province (vilayet) system which had appeared as a sign of not only security concept but also the infrastructural power tools.
It asks which administrative tools were used in relation to political geography and how the geographical and administrative borders were created and changed from 19th century to  today's Turkey according to political elites’ perception of security. In addition to that this research tries to explain the state elites' mentality by looking through the administrative practices and memoirs.
